That guy who looks like Hohenheim is the Sage Of East.
And the reason why Ed and Al cant use alchemy and the little girl and Scar can still use is because that oldman can only cancel out Alchemy of Reconstruction (the one that Sage of East teach on their country). The alchemy being used by Scar and the little girl is Decomposition which is thought by Sage Of west who came to land of Xing.

Decomposition is merely a stage in the alchemical process, not an entirely different method. It was explained before.
Scar and Father currently opt to stop at Decomposition here because it serves their direct purpose, while the boys can't adjust their strategy because they're too caught up into their obsession with Reconstructing their lost bodies/limbs and too traumatised by the failure to fix/revive people like their mother or Nina.
Therefore, Father can't Decompose/Cancel the Reconstruction stage of the process Scar intentionally leaves out from the on-field strategy. Mei Chang also uses Reconstruction when healing wounds, and Father has been reconstructing life forms, albeit in butchered/incorrect ways, as Envy himself admitted before. It's just that Father and Scar can clearly see any attempt at Reconstruction is unnecessary at the moment and wasted effort.
I'd forgotten that Mei is rendered useless as soon as they focus their attention on her.
